Much like Tohoku Zunko, Kyomachi Seika is a well known mascot in the Kyoto Prefecture in Japan in a small part of Tohoku known as Seika. She's well known in that area of Japan but not so well known in regions outside of Japan (I'd assume, at least). There's not much content around her from what I've seen. Her design is pretty cute. I haven't heard her voice yet so I can't say anything in regards to her voice.
