???: Good. Even though Pansa is now a loose cannon. Everything's going according to plan then...

Just as I expected...
The Public Safety Commission is conducting villainous activity.
I couldn't believe it but it was. The evidence right in front of me. If you think about it, all of this really ludicrous. The Public Safety Commission are a Law enforcement agency who are responsible for handling the most dangerous crimes and are in charge of the interaction between Heroes and Society.
They work closely with the Police Department and have a major say in which Heroes/Hero Agencies get to deal with which crimes. Lastly they are run by Non-Heroes so there can be a power balance in how society is run. Also note that the commission is understaffed, which would explain why that character Yokumiru Mera is extremely over worked.
But...to see that they're just holding a public image to who they truly are...
First thing I founded out... They're hiding crucial information...
It hasn’t been explicitly confirmed if the public have knowledge that first year student are participating in a war and the panels in the manga that focus on the public and the students families imply they don’t.
This happens when the villain's first attack on Class 1-A when they had their first field trip.
When Aizawa was shock to seeing 2 of his students on the battlefield further emphasise how no one was told of this information.
Which is bad, because if hypothetically a student dies, how will the PSC handle their families and what if the blame gets pushed onto teachers like Aizawa who has authority over them.
Present Mic received lots of blame from parents and guardians when Class 1-C disappeared last year...even if he wasn't present at the time they went M.I.A or K.I.A.
Next, I found out more about Hawks. Deadly Scent was right. My suspecions of the Number Two Pro-Hero we're confirmed.
Hawks is a double agent who have been under strict orders to play double agent with the league of villians and no other Hero including the new No.1 Endeavour plus the public had knowledge of this.
Why are the Public Safety Commission withholding information that is regarding a potentially big threat...which it ends up being...from the very people who will have to defend them against this evil (Heroes) and the innocent civilians.
