Chapter 29 - The 5 Year Plan

A Few Days Later

Tesla sat at the desk which a few days before had been occupied by the bandit leader. The sun was shining brightly behind him through the window the sun providing its warmth and light to the room.  After killing and vacating the former occupants Tesla had spent the last few days cleaning up the town of criminals. They did not take kindly to the news that their boss had been killed. Tesla had given those who remained in town two options upon securing the mansion as rightful leader to the territory: Leave or die. Well as one might have expected the criminals decided to fight not willing to give up their power so easily but much to their foolishness they were eliminated. The townsfolk were grateful. Who wouldn't be? After spending many years under the rule of criminals they welcomed Tesla with open arms after all the kingdom had basically abandoned them deeming the entire area as full of undesirables. The badlands was once a beautiful flourishing place but piracy and banditry had made it a haven for criminals. They terrorized the region and because the authorities were trying to constantly deal with them it left some towns vulnerable to attacks from monsters such as goblins and the like. Eventually after the baron lost control of the region and was killed the kingdom abandoned the region and called it The Badlands. The citizens left behind and those who had come who had nowhere else to go were left to suffer at the hands of criminals. So when Tesla and company came and liberated them they were overjoyed, now Tesla faced new problems actually running the territory. He may have cleaned up the town and the immediate vicinity but there was still the problem of piracy in the north and banditry in the surrounding area. Before he could address that though he needed to get this place in working order. So there he was sitting at his desk with blank pieces of paper in front of him. While he was satisfied with what he had for now he would need a lot more than this but for now it was a start. Blackstar lay curled up beside the desk as he formulated his plan for his newly acquired territory. The rest of his company was helping the citizens with whatever they required. Cannete and Sophfina were helping take care of the town's elderly and children. Whether it be medicine or healing or simply keeping the kids entertained.  Minerva was helping establish a town guard though Tesla had plans to turn it into a proper police force in the future but right now he would do with what he had with the current level of technology available. He had tasked Aiisha with putting a scout team together to recon known bandit camps and hideouts as provided by the locals who knew the area. He would deal with them in due time as well at the moment all he wanted was information. After thinking for sometime he was finally satisfied with what he came up with. He begins to write titling the paper that read: The 5 Year Plan.

His plan involved targeting specific areas needed to build a strong foundation to his future goals. The badlands would serve as his jumping off point. His first year or so he would target infrastructure, agriculture, and public safety as well as weapons and ammunition manufacturing.

This meant building and modernizing homes and other structures. New roads would also be built. This would make it easier carriages and other transportation in the future. He would also introduce electricity. Much of what he had seen regarding light was still provided by candlelight. As far as agriculture the land didn't have good soil not so much due to the soil being bad as much as the it not being maintained properly. With the knowledge of his world he planned to apply modern techniques to increase production and yields. This world had a number of familiar foodstuffs as well as new foodstuffs. While this area was not farmland as the main source of food would be fish since they were so close to the ocean there was still enough to produce good yields if cultivated properly.

Weapons and ammunition might prove a bit more tricky but Tesla felt it was still doable. He could build weapons and ammunition factories but that was a little too much too fast. He would build the structures needed of course but he didn't want to run before he could walk. So Telsa would start with basic weapons such as rifles and pistols. He also wanted to make heavier weapons such as the RPG. It was modern without being too complex. He also needed to invest in some anti air. For this he planned to make theFIM-92 Stinger. He realized the danger posed by wyverns during the battle of Maryland Plains. The 50 cal. was good for what it was but he needed something more. Wyverns were somewhere between plane and helicopter. They weren't jets but being the soldier he was wasn't about to underestimate them. If he was being generous they were about as fast as some of the fastest planes during WW2. A stinger could engage the wyverns outside their firing range. The only issue was would the missile track a living creature? Perhaps he'd have to have someone modify it to track magic. However he would definitely need to test this theory.

For public safety he needed to establish some form of police force. Protecting his citizens was definitely a top priority. He would not be able to protect them on his own so a police force was necessary. They would protect the citizens from criminals to monster attacks. Of course they would be trained to use guns however a strict vetting process would be necessary to determine who was fit to protect and serve.

The second year will be continued goals of the first in addition to his plans within the second year. His focus would be on culture and military buildup. With culture he planned to bring some of his old world culture into this one. Things like food clothing and simple tech such as cameras. His plans for forming an army would include recruitment and training in modern tactics from his world. However this world still heavily relied on swords and magic he planned to incorporate the training as well.  He would model it after his country's but with his own spin. He'd have to make plans for the different branches which of course would be Army, Marines, Navy and Air Force. Amendments to each would be made as more tech and weapons where introduced. His main focus would be to build the army. While Tesla doesn't think he'll have too much trouble with the recruiting people his main concern was training. He would have to train multiple people to until they became adept enough to instruct others. This would probably be the most time consuming thing. At the very least he could train them up with what this world already knew. He'd have to talk to Minerva later.

His third year will be a continuation of what will hopefully be the success of the first two. Economy and acquiring resources. He would introduce this paper currency to this region. This means that anyone who came to his region or territory would have to trade their gold for the proper currency and coins. This would increase their gold reserves and in turn make it easier for them to trade outside the territory. Of course with the advancements of new tech and such new jobs would become available thus in turn boosting the economy even further. His territory would have things you could only buy here. His other focus would be to find natural resources such as precious metals and oil which in turn can be made into gas. Of course the oil would have to be refined so facilities would have to be built to refine it.

The fourth year will be all about technology. This would probably be the most difficult one. Because of how primitive the world as he knows it is technological advances would probably be slower. It took humanity centuries to get where it was today in his world. With his knowledge, he was going accelerate it centuries ahead. He may know how to create and build these things with the knowledge he has from his old world but as they say you have to walk before you run. After all there was only one of him. He needed to find mechanical engineers and ship builders that could understand and follow the blueprints of what he planned to produce. Though for now he planned to improve on this world's current tech. For example they clearly already knew how to make cannons. So things like artillery were definitely more feasible. They knew how to make clocks with gears and such so maybe a steam engine wasn't too far off either. He just needed the right people with skills.

The fifth year will be an accumulation of all 4 years except this one will be the most special. Assuming the success of this plan then the focus of this would be to establish a functional government. He would use his old world government as a template for his own. He would make a bill of rights that embodied good ol' American values including the right to bare arms. However this one would not include guns just yet. New world, new rules. Once a government was established he would then then declare his territory independent. However this would essentially be considered a rebellion and thus a declaration of war. In order to achieve his goals he needed to be independent.

Tesla reviewed what he wrote so far. He realized it was ambitious with such a short time frame but it was better than nothing and he accepted the fact that it might take longer to see results from all of this. By the time had finished it was late afternoon. A knock suddenly comes from his door. "Yes come in" he called.

In walks in Fey the elf girl that had been offered to him as a slave. He had told her she was free to do what she wanted and she choose to stay. As with most of the servants did. Most had nowhere to go anyway but most felt Tesla was better option.

"We have a problem" she informed him.

"Ah would you look at that a problem already..." he thought.
