They run to find New York's room, passing other confused states on the way.They get to their dad's room" dad we have an emergency " buffalo, said , holding Rochester
"What the fuck happened?" New York asks " I don't know I'm chilling in the living room with Syracuse and also know that she turns into a baby and she starts crying" Albany says New York grabs the babies, "Alright, give them to me. Yous find Georgia so he can help me watch them while you figure it out"

" Okay Dad" Albany, and Buffalo say in unison  they run out of the room to go find Georgia
They search around the statehouse and find him in the kitchen with Alabama and Kentucky.

Georgia sees the two teens" Hey kids what's wrong?"

"I-I don't know. We were just in our living room and then the twins turned into babies and then we ran here. Dad needs help with them in his room." Buffalo says, racing through his words." whoa, whoa, whoa, hold your horses slow down explain what happened again calmly" Kentucky says, very confused

Albany took over, "Our siblings turned into babies out of nowhere, we brought them here cause we don't know what to do. Dad has them now."

Georgia smiles. He knows that Albany and Buffalo are probably New York's most responsible children. " OK kids I'm gonna go help your dad. Why don't you guys go see Louie and uncle Mass. They'll probably know what to do."Georgia says "Ok" they say in unison and run off.

"This don't make no sense" Alabama says Kentucky nods in agreement Georgia rolls his eyes and goes to his and New York's room " hey sweetheart you okay? "New York looked up, "Yeah, it's not like I haven't dealt with babies before."
" I know, you know, I think Albany and Buffalo are your most responsible children. Here, let me take Rochester." Georgia says as he graphs Rochester from New York and sits next to him.
"I'm just happy at least one of them turned out responsible." " oh, honey, you underestimate your parenting skills" Georgia kisses New York's for head then all of a sudden Gov walks in " Hey, do you guys know why Albany in Buffalo are running around looking nervous, and a little shaken up" he asked
Gov then spots the pair of fully grown creampies in their laps. He sighs and rubs at his temples, "I'm guessing Louisiana and Florida decided to pull a prank on Mischief night."

New York looked at Gov trying to process what he's gonna say" half of that makes sense. You see Louisiana is actually Rochester and Syracuse's godfather, someone who would take care of them, if something happened to me so I don't think Louisiana would ever do that to his goddaughter and godson.Florida definitely would do that to my kids." New York says.

"Yes, but I'm sure those two celebrated the holiday by getting drunk. And Louisiana knows my rule about magic under the influence. So if you find him send him to my office." Gov leaves the room.
" you know I don't think Louie did this " New York says just before Georgia, response, Albany, and buffalo come in with Louie " we know who did it and it's not Louie " Albany says "Well who is it then?" Georgia asks
" Florida because he stopped us in the hallway and said I hope your dad enjoys his Halloween present from me and also here are some costumes for the little bundles of joy" Albany says, holding out a devil and angel costume
"He should've given yous two devils" New York mutters. Georgia smacks him up the head then turns to the kids. "Go find your Uncle Mass and see if he can undo this."
Then Colorado comes in with Naya and Francine dressed as black widow and Yolanda
Then he pauses when he sees the babies, "I thought you only had like, 8 kids?"
" Florida, turned Rochester in Syracuse into babies and tactically between me and George's kids, we have 13 " New York says as he hands Georgia Syracuse so he can put her in the angel costume

"Aha, so what do I do with these 2?"

" Okay here's the plan people Colorado the girls, me and Georgia will take the kids and the babies trick-or-treating Louie you help mass the first we need a stroller" Georgia smiles whispers something in New York" have Colorado take the twins so we can get change into our costumes Winter soldier, " New York smirks
Everyone leaves to do what they're told

Colorado asked Utah if he had any strollers from when his kids were babies that New York could borrow and of course he had a double stroller that New York could borrow.
In New York and George's room, New York and Georgia changed into their costumes, which was winter soldier for New York and Captain America, Steve Rogers for Georgia they're going as Stuckey.
They all grab bags and leave to go trick or treating
By the time they get back Massachusetts and Louisiana are standing there with a spell book open to a page of a certain spell

"'Ey, we got the spell, ready when yous are." Mass says over his shoulder. "Hold up, we wanna take a picture of them while they're still this small." New York tells him.So they take a picture
And they get one with New York, holding Syracuse being daddy's girl
"Ok now fix 'em" Georgia and New York hand over the babies
So Louis and Mass cast a spell and fix the twins " what the fuck happened why am I in angel costume?" Syracuse ask

"Flo turned you into a baby" Louie says bluntly.

The twins brush it off, hug their godfather and their fathers and eat candy in New York punches Florida in the face
