Hot is cold, cold is hot, rich is poor, poor is rich, humid is arid, urban is rural, etcetera, etcetera.
But these aren't the only things changed.
The countries have changed a lot themselves, with nearly all of their aspect reversed.
America is quiet and shy, especially during meetings. North Italy is grumpy with a short fuse and quite physically strong. England is obnoxious and care-free, and gets along well with the insecure, asexual, and quite prude France.

Clothes: Possibly a thick wool shawl that comes to feet, knit toboggan(a present from England), a plain white cotton shirt with dirt stains on it, and brown slacks.
Personality: America is quiet and shy, and not very good with people. He is still quite kind, but oftentimes doubts his abilities, and is extremely modest and observant, being able to read the atmosphere before most can even think to. He is very quiet during meetings, and never shares his ideas, though almost all of them are excellent, and isn't even aware what a hero is.

England: Respects him like a father and looks up to him, and is always worried about his health. America's independence was peaceful in this world, as England was very motherly towards him, but unfortunately had to teach him to be independent because of other countries' threats and because England was currently running out of money. They are great friends.
Japan: America is quite appalled by his loudness and bluntness, and tries to shy away from him.
Canada: Inseperable, these two brothers were close since birth.
So close, in fact, that when Finland first found them he was afraid they might be conjoined twins. They both got equal attention, and to this day are almost in sync, and have a habit of guessing what the other is thinking and finishing each other's sentences. Canada is also a necessary person for America, as his lack of filter helps America get his ideas out and express his feelings better.
France: America treats him like a mother, and the Frenchie is one of the few people America will diss his shyness and stand up for, along with England.
N. Italy: The two of them have a silent friendship. Italy is fascinated with the other, and proud of himself, as the American is now so comfortable with him that he will lean over and whisper a comment or his input or a joke into the Italian's ear, or will pass a sheet of paper with an idea for the meeting on it to Italy for inspection and approval.

Clothes: Possibly a tank top and cargo shorts, or a button up and khakis.
Personality: England acts much like the regular America, except a lot less loud. England is talkative and very friendly and affectionate, the kind of person that would throw their arm around your shoulder as a greeting.
He is violently protective of his "family"; and often threatens to kill someone if they daresay touch America or France. He doesn't worry about Canada getting hurt, though. He knows he can handle himself. He is also a big braggart, bragging about everything, from his wonderful sons, to his excellent baking, to things that are inappropriate. Also, he's very sporty, yet often complains about never having rain.

France: England has had a romantic past with France, and still does have feelings towards him, and he shows it. He is very protective of him, and is at the slightly weaker country's beck and call. However, being the cheerful, affectionate and friendly nation he is, he will often plant a kiss on his cheek or forehead, disrespecting France's boundaries and making France mad and embarrassed.
America: Protective of his shy "son", he's threatened to murder people who hurt him on several occasions. He treats him like a son, and is always there to provide yummy food and (sometimes terrible) advice.
