Peacemaker can see literal magic, in a way it's similar to LeafSpeak that the Leafwings possess. Even if the magic is no longer present on the dragon or object he can still see traces of it and even be quite accurate such as if it was a physical object, who enchanted it with, and even what the enchantment was. The only way he could do this though is if he concentrates. Which would look weird from the outside perspective such as the scene with Peacemaker staring at Mink with an intense look. The crown was mentioned in chapter twenty-one. 

Physical side effects show with his eyes, it is quite easy to notice a bright shine to his empty, dull eyes and even a slight bit of lack of focus could make the visible magic disappear. When this happens, the star part quickly fades away. 

Peacemaker in Peace and its Shadow hadn't tried using this many times before because he didn't know he could and he had assumed that the weird magical glowing was just something he was seeing. (He probably assumed he would need glasses because of this).

The reason why I gave this ability(?) to him is...going to be revealed a little later but it doesn't take much to guess why if you've read book ten. But be warned before assuming, this take of Peacemaker years later is a little bit different than what I've seen others do. 

Imagine if all the different Peacemakers from different versions of the aftermath after book fifteen were in the same room. That'd be kind of funny.
