Miss Dawnheart had previously alluded to the challenge of infiltrating the city's hidden underbelly, and there's a solid rationale behind this difficulty. You see, the Harbor City doesn't solely belong to the Kingdom of Vermina. Instead, it stands as a testament to a trilateral accord involving the Kingdom of Legarolia, the Kingdom of Ebonheart, and the Kingdom of Vermina.
This agreement was crafted in response to new trade routes discovered by certain southern realms, leading to far-off lands across the sea. The establishment of this city aimed to foster maritime advancements and to counterbalance the influence of those southern kingdoms. With time, they transformed this city into a thriving metropolis that outshines even the capitals of their respective domains. Its governance rests with a trade council representing the three kingdoms, bolstered by the orders of knights safeguarding the interests of each nation.
Because of that said purpose, the commerce guild of this city is very influential. The city's affairs are overseen by a council composed of delegates from the three kingdoms' commerce guilds. They steer the ship of progress, their decisions reflecting a delicate balance of power and compromise. Members from the three kingdoms since the foundation of the city were in constant competition to get more seats in the assembly hall where the policy of the city was made and implemented.
The council possessed the authority to create their own order of knights. However, their impact remained somewhat limited due to their dependency on council directives, which frequently faced delays owing to prolonged debates among council members. As the city's primary focus lay on trade, numerous prominent merchants established their warehouses here, complete with their personal security personnel. This gave rise to heightened tensions among them. Instances of discord between these influential merchant houses typically found resolution through courtroom debates. Open conflicts were a rarity, largely due to the presence of knight guards from each respective kingdom, ready to intervene should such disputes escalate.
I don't really comprehend in full sense, but in essence, despite its complex government, all kinds of people living inside, and how they run, this city is a thriving trading hub where all kinds of trading are possible. That means it comes as no surprise that within the city's limits, a multitude of brothels flourish, often operating beyond the stringent grasp of my kingdom, Vermina's laws.
Before departing Vermina, I deemed it wise to visit Mr. Rusty, confiding in him about my true purpose in private. I divulged my plan to collaborate with the King's specialized unit, dedicated to the task of locating the missing girl. In response, Mr. Rusty recommended that I not employ my carriage on the journey to the Harbor City. He also advised altering my appearance too, suggesting a golden hue for my hair and a subtle adjustment to my speech patterns. These measures, he assured, would contribute to my safety and that of my family. That night in my lodge, a package containing several new attires and hair dye and eye potion to change the color of my pupil arrived.
Three days after, presently, I find myself formally enrolled in the guest registry of the esteemed 'Lighthouse Lodge' Inn, as per Miss Dawnheart's directive. To navigate the intricate web of this city's underbelly, I have adopted a new identity – that of 'Percival Blackthorn.' This appellation shall be mine as I embark on the search for Isabelle amidst these unfamiliar streets.
