Zsasz had been utterly and completely right. Diana would live in John's home for more than a month. She would hide there form the soldiers that were constantly searching for her. She did not care for the police in that time, she did not occupy the resistance. The resistance, or so people spoke, was dead. She had come out of the home only twice in that time, the only purpose she had was to find food. This she did in a few ravaged homes of people she did not known. Their homes seemed as if they had been luxurious. But it had all washed away; windows were broken: the houses were vandalized. There hung a foul air inside the homes. It was cold, as if an autumn breeze was approaching. And inside John's house it was just as cold and musk. 
When Diana had attacked the city hall, word had spread about a certain resistance.  If anyone dared to speak the word, they dared to speak of her. It was safe to say that most people were much too afraid to act towards any goal similar to hers. But there was one person, like herself who had been looking for others to challenge Bain. And this person, completely out of the ordinary, was Dick Grayson. When Diana had forced Bain to find 'help' with their western opponents, there had been hope. For when Diana had cut off Bain's supplies, he was forced to accept emergency supplies from the united states. These sort of supplies were first delivered through an aerial bridge. There were only a few aeroplanes allowed to land on the grounds of Gotham's airport. However, Bain refused to let these planes fly back to the mainland, he feared that people might be smuggled back or that information about his new regime would be delivered to his counterparts. Thus, Amanda Waller would continue their negotiations and tried to find other ways to deliver the city of Gotham its supplies, and to return the pilots to their homes. These negotiations took place in person. Their rendezvous was at the middle part of the main bridge to Gotham. Waller stood on her side of the bridge, he on his. 
Henceforth, it was decided that several trucks would be allowed to enter and to leave the city, only with the purpose of delivering food and other essential supplies. They agreed that the drivers would undergo strict procedures. but there was no way for Bain to fully assure that these travels would go without disturbances. 
Ever since there was such an agreement, it had been Dick Grayson who looked for people to join his party. Though, he had not the power to proceed negotiations with a Amanda Waller, did he have the will and the power to take care of the police officers whom remained trapped within the city- subways. For Diana had abandoned these men so thoughtlessly, but Dick could not do so. Dick had heard that Diana ahead been recruiting orphans to work for her. He could only say that he was strongly against it. But he did not know for what purpose Diana had hired him. Not until he had been made aware of the death of one of the boys. He did not know this child personally but he knew children who called him their friend. He also knew children who had in fact worked for them. When approached by him, they told him nothing of whatever Diana had made them do. But when Grayson pressed the importance of it; for he feared the officers would not survive the end of the week, one of the children took it upon him to slick back into the hole. 
He discovered the cave once again to see in what sate the officers were; they had survived Diana's absence. But for that moment on, Grayson and the orphans would assure that the officers received food. Until, the famine broke out. For when the supplies of the city ran out, there was only one more place where one could find food. Bain allowed only those who dared to get these supplies, personally, from the courthouse (which had been his recent residence), to be able to eat. The supplies that were allowed per family were strictly distributed in portions not large enough to feed two mouths. He said that it was to prevent them from running out of supplies, however the real reason was to prevent people from sharing their food with other parties, like the officers. That is when Grayson involved Jim Gordon. For that is when the seizures started. The resistance began to overthrow some of the delivery trucks in order to feed those who were wrongfully accused of crimes.
