When they're not doing either of those things the armor will turn into their furisode thanks to their magical scarfs. The scarfs are important not just because they hold their armor and supplies. The reason is that they are the colors of what their soul's traits used to be. Later on, they will lose their old traits because of one of Gaster's experiments. They will have new soul traits. Sans's will be dedication, Mincho's is care, and Papyrus's will be leadership. All three brothers didn't want to lose something so important to Gaster as their soul traits. So when they wear their scarfs in the colors of their old traits' they feel a little better. This was also one way they could have an act of rebellion against Gaster. That wouldn't get them killed. They also wear kitsune masks all the time with their scarfs. The kitsume masks are used to hide their identities later on in the story. They never take them off unless bathing or when they have to be washed.
