So Whitt Kids have like chips in their brains that allow Whittier to talk to them and track them right? (I think this is brought up ONCE and discarded completely)

So what if the Monarch could HYPOTHETICALLY use this to like control the Whitt Kids? THINK OF THE POSSIBILITIES!
