Have you witnessed people becoming part of the Fallen? Have you, one of the Others, seen what happens to the Fallen in the beginning stages of the Falling? There's special people within the Fallen, who can tell when someone is on the edge of Grace. We call these people the Fallen Protectors. These specific Fallen people aren't like regular Fallen, whose jobs are to protect the Others. The Fallen Protectors protect those on the brink of Falling.
Being apart of the Fallen isn't a bad thing, but it isn't a good thing either. Being Fallen is about being one of the Forgotten.
