The film was about a misfit owl who sleeps at night and is awake during the day because he hatched during the day. He is a constant embarrassment to his parents and he does not have any friends. An Al Hurter concept.
Walt thought the idea was cute, and but the idea was just too slight. The animators worked some ideas for Hootsie again in 1969, but could never make anything of it.
*Cough Cough* Uh, Disney if y'all need any new ideas for story scripts or movie plots, or even creative ideas, I'm available and looking for a job at Disney. I'm the appropriate age. So what do y'all say Hello?...Disney...Anybody?
