Peter has had a crush on you for what feels like forever, and Ned knew that.
So when Peter tried to ask you out and ran away before even saying "Hello", he knew you'd think he's an idiot and that he basically has destroyed his chance of you liking him.
Which wasn't true, because you loved how awkward and cute he was.
Wanting to help his best friend, Ned asked you out for Peter. He said that he was to nervous that you'd say no and that he'd be humiliated.
You said you understand but that he didn't have to worry because you'd actually love to go out with him.
So when Ned told Peter, at first he was really excited and shocked and happy at the same time. But then he realised how weird it must seem that he send his friend to ask you out and that you must think he is stupid.
Basically, he freaks out.
