Third Person POV

The Konoha Council stalled in shock at the man who proclaimed himself to be the dead Obito Uchiha.
"Imposible," Fugaku gasped, "you were confirmed to be dead while fighting in the Third Shinobi War."
The man looked at him piercingly, his eye narrowed. "I was not the joker that I was all those years ago, Fugaku-san, I assure you that I am far from telling a simple joke. I am Obito Uchiha. Feel free to test me-- I was Minato's student along with Rin Nohara and Kakashi Hatake who is in this very room."
The grey haired ANBU flinched visibly, his eyes still widened in horror and disbelief.
The Nara leader turned to him with crossed arms. "Any spy could tell us that much," he murmured, "what can you tell us that will convince us of your claim?"
Obito's Sharingan gleamed. "Perhaps you can ask Kakashi over there." The man turned to the ANBU as the whole room focused on him.
The two stared at each other, the Sharingan piercing in their gazes. "I gave you my Sharingan with a promise--" Obito murmured in a low voice, his face expressionless but his voice shaking slightly, as he saw his best friend-- the one that he had hated for so long before Rin had showed him the truth. "--to protect her."
Kakashi felt tears gather at his eyes as he remembered the Chidori and Rin's dying eyes. Obito. He thought he was dead. And now, he was back.
Obito stared at his feet for a moment before looking up, eyes expressionless. "Well, Bakashi?" he asked, his voice devoid of amusement, "do you believe I am Obito?"
Kakashi froze when he heard the nickname. He saw in his mind a smiling boy with those stupid goggles around his head, boasting that he would become Hokage. Kakashi shakingly nodded. "It's him," he whispered as the Konoha Council erupted into chaos at this new development.
Satisfied, Obito turned back to the Council with a sudden, dark look in his eye. "Danzō Shimura--" he gestured towards the limp body, "attacked Rin despite the orders of the Council. For years, you have allowed him to have his own Foundation and the illegal organization of ROOT where he has kidnapped little children from their own homes and ripped them from their families. I also have further proof that he has corresponded with Orochimaru." Obito looked the Third Hokage dead in the eyes, "That is not all. As you see before you, your councilman has taken the liberty to steal the kekkei genkei of the Uchiha Clan-- the Sharingan--one of the leaders of the Hidden Leaf has taken the treasure of the clan."
Fugaku tensed at this. Obito continued, "I am unfortunately aware of the dissatisfaction of the Uchiha and the Hidden Leaf--a coup d'ètat from the Uchiha and a plan of extermination from Danzō. However, in light of Danzō's crime, I am here for a proposal."
"What is it?" The Hokage asked, his eyes narrowed.
Obito's Sharingan gleamed, "A treaty, of course."
Silence. Obito had the attention of the entire council. Shisui tensed beside Rin, wondering how the man could accomplish such an impossible task.
"What?" one of the elders spat at him, "you dare come to us with talks of peace after you've murdered an innocent man--" The elder's eyes were wide with rage, clearly being one of Danzō's fanatics.
"An innocent man, you say?" Obito asked, his voice slightly mocking, "does an innocent man rip children away from their homes to become his personal spies? Or perhaps an innocent man in your book is a man who steals the eyes of a clan for his own gain....seeing as how fighting and bloodshed has been the agenda of both the Leaf and the Uchiha, it is little wonder how neither side has thought of a compromise."
"Enough--" the Third Hokage said, "what is your plan?"
Obito looked up, facing each member of the Council. "I ask for a simple treaty between the Uchiha and the Leaf. I ask that the Uchiha be given their power back in the politics of the Leaf and for them to be considered citizens rather than criminals. With the revelation of Danzō's taking of the Sharingan, you have to think of a way to placate the Uchiha anyways. In turn, the Uchiha will cancel their rebellion and stop all hostilities."
"A treaty can be broken," one of the elders said, "what will you seal these deal with? Both sides require a stake, a collateral for this truce to be made effective."
Obito's eye fixed on the elder before turning to his daughter. "My daughter--" he began, "Rin Uchiha will be the seal."
One of the elders nearly fell out of their seat. "Your daughter?" The Sandaime Hokage asked as he looked at the girl who became self conscious as she looked at her father in confusion.
"You must be mad--" the elder scoffed, "what collateral is she?"
"As an Uchiha, she possesses the Sharingan," Obito said, "and inside of her is a beast, Mizuchi, the teacher of the Second Hokage, Tobirama Senju."
Gasps were heard as people stared at the girl.
"Mizuchi?" The Hokage questioned in wonder.
"Tobirama Senju is known to have been wary of the Uchiha," Obito said as if he was simply discussing what to eat for dinner, "he made the Konoha Military Police to distance the Uchiha. Rin is a fine compromise between both the Leaf and the Uchiha in this way-- being as she possesses both Mizuchi and the Sharingan."
Rin looked stunned as did the others. Mizuchi nodded his head approvingly, "Who knew your douche father could use his brain like that?" He asked.
"What's happening, Mizu?" Rin asked.
Mizuchi flicked his claw. "You are going to be a bargaining chip. You have great potential for power with me sealed inside of you and both sides will want to exploit it. The Uchiha has claim over you with your Sharingan and the Hidden Leaf has claim over you with me because I taught that emo Second Hokage, Tobirama. Since both sides don't want you falling to the other, you will be collateral-- belonging to both the Uchiha and the Leaf." He frowned, "Now that I think about it, it's fucking depressing that they think of you as collateral. But anyways, both sides will not attack the other in this case as long as you are still collateral."
"It's fine," Rin whispered, "as long as I can help avoid bloodshed, I will do anything."
Mizuchi sighed, "Why are you so fucking selfless? Doesn't it make you the slightest bit angry?"
Rin didn't reply as she watched the expressions in the Council. "Rin, Shisui--" the Hokage inclined his head, "leave us for a moment."
The doors closed as the two walked out while Obito looked at the Hokage. Fugaku stared long and hard at the lost Uchiha, now found. Half of his face was deformed and the one Sharingan remained gleaming.
Now all was left for the first move.
Fugaku stood up, head held level and back straight. There was once a time when even Madara and Hashirama were friends....
"I agree with this plan," Fugaku said, crossing his arms, "what about you, Lord Hokage?"
Hiruzen looked at the proud Uchiha. No, pride wasn't it. This was a man who was willing to do what was best for his clan. Perhaps even for the village.
"Ebisu--" the Hokage beckoned as the man stepped forwards, his eyes trained on the leader of the Uchiha, "start a draft of the treaty immediately."
"Hai."
