Stine and the others were very unhappy that their own Shelly had to be transferred to a mental hospital. They knew Shelly better than anyone else. She did not belong in a mental hospital. She deserved her freedom.

"A mental hospital?!" Zach cried. "Are you kidding me?"

"I know what you are thinking. I do not want her to go there either," the commissioner admitted. "But this is our only option. There are two huge chances. She could either be innocent or plead guilty, and if she is found to be innocent by the judge, then there would have been no point in keeping in jail. She could become traumatized by what might happen to her while she is in prison, being bullied by the inmates and all that, and you could sue us."

"Really?" Champ said. "Stine can sue the station?"

She nodded. "He most certainly can."

"Then why take Shelly to a mental hospital where there are crazy people who could harm her as well?!" Stine demanded. He was outraged that Shelly was going through all this. He thought of her as his other daughter, and she did not deserve this.

"Calm down, sir. Let me explain." She cleared her throat. "The people at the mental hospital are different from the ones at the prison. Shelly has a better chance of surviving and becoming less traumatized if she goes to that hospital. The mental hospital is nothing like a prison. It is a place for people to get help. Like Shelly."

The writer gave her a look that could kill. "I have known Shelly for at least three years and a half. She is not crazy. This has all been a huge mistake."

"My fellow officers and I have reasons to believe otherwise. Both Shelly and her fiancé admitted to me that she is seeing a therapist and has been seeing things of her dead parents that are not there. That tells me that she is not right in the head."
