(lemme just tell you now, if you've never experienced this, you will have a terrible time writing it) there are many, many ways of starting this.
for example:
1) they could be in a heated argument. before all the anger dissipates and turns into lust. out of literally nowhere, they just collide and all that anger converts. person a looks a person b, glaring daggers at them, "shut up" they growl. person b raises an eyebrow, "make me" they taunt. dominance and submissiveness is a really key part in sexual tension.
2) dirty talk. This is the easy route. ya know, start off with something that will make the other's knees feel like jelly.
3) have your female character not wearing a bra, a very sexy bra, a dress or shirt that shows a shit load of cleavage or have them wearing a dress or some outfit that hugs their curves. and heels.
4) teasing. saying or doing something that will piss off (turn on) one of your characters and have the other smirking. Like running a hand up their thigh in public or a place where they cant make out.
5) tell us what the characters are feeling; heart hammering against their ribcage, palms trembling, stomach twisting into knots.
6) mention one of the characters having sexual arousal but one of the characters doesnt know, or have both of them know it. it brings the tension to higher stakes.
7) sexual music or movie scenes popping up in the book. one of the first things that comes to mind is having that kinda music in the background or just a movie scene that will make your characters think about each other in a certain way. this will create tension in the air between them.
