Heroes (ヒーロー, Hīrō?) are individuals who are licensed to use their Quirks to protect civilians from Villains, natural disasters, and/or any other kind of harm.
Those who take heroism as a profession are referred to as Pro Heroes (プロヒーロー, Puro Hīrō?).
Heroes started appearing when the Quirk phenomenon occurred and the general populace acquired superpowers. Depending on their performance, Heroes have the potential to receive government pay, along with fame and glory.
The first Heroes to appear during the chaos caused by the appearance of Quirks were Vigilantes, as the Pro Hero system had not yet been implemented. The Pro Hero System was first put into place on Rhode Island in America under the "Rhode Island New State Statute", 189 Vigilantes were affected by this statute, with only 7 being accepted as official Heroes.
In an effort to preserve order in the superhuman society, there are several laws and procedures in place to ensure the conscientious use of Quirks. Public display of Quirks is against the law, except in cases of self-defense, such as when one is under attack or preventing someone else from being attacked.
Vigilantes are people who voluntarily carry out duties usually done by Pro Heroes without paying attention to quirk laws.
Due to the Hero regulations and Quirk restriction laws, people are not allowed to perform heroic duties out on their own and vigilantism is therefore illegal.
Nowadays most of the vigilantes have vanished. However, Evanescent, Knuckleduster, Pop ☆ Step, and The Crawler had been regularly active in their activities to help people and dispense justice as vigilantes. Pro Heroes had never taken action against them and left those four be so long they do not abuse their Quirks and go on a rampage.
Soon another will join their ranks. His name will be Dekiru.
