The cargo shipment container touched the ocean as the water rose from high tide.
He managed to find an old antique sewing machine after hours of searching and had unearthed a truck as well.
After flipping through multiple manuals on car engines for the next couple of days he managed to hot wire it. He emptied out the big metal box. Tying a rope to the container, he used the truck to tow the box onto shore.
And may I just say, driving is a lot harder than it looks.
After pulling it onto the beach and away from the water, he put the crates back into the box and began moving in all of the things he had fixed and found.
Some idiot threw away a perfectly good lamp and table! The lamp just needed a new lightbulb and the table just had a few scratches in it! He also got some old stools, a desk, and a chair that he had doused in Lysol.
And who in the world throws away a solar panel? What about the environment? Hello free energy here?
Some people are just so stupid.
Using his allowance he had managed to save up enough money to buy some supplies from the hardware store. The next weekend he spent time installing everything he had found and bought. Electrical wires, lightbulbs, blueprints, pliers, duck tape, and PVC pipes.
Taking the wire, he ran it through one of the pipes and attached the pipe to the ceiling using ductape. He hooked it up to this old light switch he found, the solar panels, and the lamp.
It took some time to find a book on how to do this stuff but man, he was glad that he did that earlier.
Pulling down the switch, a couple sparks flew out and the lamp turned on.
He whooped and grabbed the old antique sewing machine he had found. After hooking it up to the outlet he had connected to the solar panels he fired it up.
Wincing at the noise, he began sewing the Kevlar into the hoodie he had purchased.
He decided to sell all of his All Might merchandise in order to be able to pay for a water and fire proof hoodie (this was easy to get because of how common water and heat quirks were) and for medical supplies because there was no way in hell he was going to go unscathed in this field. Also there was no use in keeping it anyways.
'Why hold onto something that is now worthless?'
He flinched at this thought but continued on.
He ran out of power a couple of times and had to wait for the battery to charge up again. It took him an entire week to sew the damn thing.
While waiting on the battery he worked on sketching out the support gear onto the blueprints.
Having everything planned out, he began to get to work on bringing his ideas to life. Fun fact: refrigerators are a great source of steel.

A couple weeks, 2 trips to the purgatory known as the lab, multiple HeroTube tutorials, and one belt test later he had completed his support gear. He had a staff, 2 tonfas, a pair of nunchucks, and a taser. Not to mention his hoodie, water and heat resistant cargo pants, a pair of red combat boots and a couple of knives. (Due to how common knife producing quirks were all knife regulation laws have been abolished.)
The underworld was stirring as the news of the death of the vigilante spread. Criminals were becoming bolder and more daring. He could only pray that he could stop it all. It was time to act.
