Chapter 54

At the end of 200 years (from Hadrian became King) first part of his second phase got completed. Magical communities, Goblin Kingdom, Magical creatures and Beings were safely transferred to Earth-2 along with their properties. They were struggling with complete new world and new systems but were overall happy that now this whole planet is for them. They can freely to move without hiding or fearing. They started making their respective laws to make sure peace remain. Coordination between council members were established for smooth relations. Ravens also created very good system with help of different technology and given green signal to bring others. Ravens recruited few wizards to prepare for reeducation of newcomers, they certainly don't need old grudges or beliefs poison this new world. 

As promised Dark creatures got access to safe sanctuaries on earth.

Hadrian's space lovers also achieved their respective planets under their command.

Hadrian and his people's constant manipulation led Muggle governments around world to focus people with power of destruction without weapons. They solved their border issues to became united front for common enemy. Some powerful people stopped politicians from open assaults or making public aware about it due to their own agendas. This was not something Hadrian had thought about, but he adapted to situation and started thinking of ways to make it beneficial to his cause. He decided to use media directly instead of using politician indirectly. He made sure to leak evidence to different news outlets to spread information. After leak there was wide spread chaos, some people accepted mutants and some didn't. Many accused their government leader for hiding such things.

There were clashes time to time for many years. There were also fights in between super humans due to their different opinion on how they were being treated. Few people with powers got categories in heroes, while other got villain tag. Whenever they fought overall destruction of their fights led most people fear from their powers. Rich businessman, Politicians, Military generals and secret groups started paying interest in inventing weapons to destroy or control them. They started developing ways to nullify powers. They became desperate to get upper hand. They captured and tortured mutants to find weakness and physiology. Hadrian and his people silently watched it from Atlantis knowing to keep forest safe they have to sacrifice few trees. After years of research finally one day an agency created most prominent weapon called Sentinels. Even Hadrian got wide eyes when he saw report on what this destructive robots can do. It was created using powers from mutants and brain of super computer. 

US government bought few and started open assault on mutants. Sentinels proved successful in their assaults. Other governments also started purchasing Sentinels out of their own wish or under pressure of their people. When full scale assault start around world, Hadrian decided to step in. He saved many mutants and offer them sanctuary. A place where they can freely use their powers but they have to abide by rule. Many accepted having no other options. Underworld mutants were first to send Earth-2. After Xavier academy got attacked, Hadrian approached Professor X. After brief interaction, professor agreed with shift. Hadrian moved all x-men to earth-2. Magneto got heavily injured in fight along with Emma frost while hiding from sentinel. Hadrian saved both and told them he can protect them if they agree to his peace terms and laws. Seeing they have lost this battle and having golden opportunity that Charles accepted they agreed, but they wanted all their alliance members to shift with them. As Hadrian agrred, They took Hadrian to hidden location. Hadrian transferred them all to earth-2.

Hadrian manipulated US president to propose cease fire. President announced mutants will be given one month to surrender and transfer to safe location far from here and sentinel program will be shut for month only. Hadrian made sure that President use proper wording so people who believed they won't be targeted feel pinch. Hadrian brought back Professor Xavier and Magneto with him to be present at President's announcement to give confidence that sanctuary is safe for mutants. Many came out in hope of having sanctuary, Hadrian transfer them all. Hadrian took Professor Xavier with him to collect celebro. They checked how many mutants are still there with help of it. There were only few remained mostly children. Hadrian reached their houses and explained there parents to let them go. Charles had to use his powers on some who were not agreeable. 

Hadrian's people leaked detailed information about Justice league, it's members and destruction caused by them in name of saving. People around world chanted for them to leave. They figured they will be targeted soon by sentinels as humans now don't trust anyone with powers, so after two weeks since announcement they approached Hadrian. Hadrian shifted them as well.

Hadrian also shifted Stephen Strange and many monks showing them there powers and knowledge will be more useful if it's open instead of hiding in secret. Fantastic Four and other such groups also followed suit. People like Iron man and Green Arrow (people who are normal human but achieved their powers through technology or training) got acceptance from people on earth so some of them agree to shift while others remained.  Most peoples with any powers are shifted before end of month.

At the end of month Sentinels program got restarted. Sentinels didn't find any people with powers for next few months, Hadrian as presidents chief advisor advised president to use Sentinels program for security and Surveillance of earth as no more attacks or destruction required are required. President liked idea and make same announcement which other governments followed. Hadrian in human scientist form sold governments serum which can take nullify powers of people so if there is any person who desire to remain on earth they have to let go of their powers.

After 500 years from the day Hadrian started his journey, he got what he always desired. It's been 100 years since Earth and Earth-2 signed peace agreement and set up joint labs on moon. Hadrian didn't follow his intial plan to build city on Moon using his powers as it would make things difficult to explain and it's better if things built by coordination between two planet. Apart from labs they built big resort on moon where people from both earth can meet and greet.  Even if there is meeting with other species (aliens) it's mostly set up on moon to avoid any interference on peace of planets. If some species ask for asylum, they will be placed in seventh cluster of Earth-2 for year after checking their background and questioning under heavy inspection. If they proved worthy during this period, they get their permanent citizenship and will be shifted to any of six cluster.  If they fail, they will be sent back to moon and from there  they will be sent back for Universal court to deal with them.

Both planet have their different system and laws. On Earth-2 each clusters, kingdom and forests have their separate laws. Each cluster has people of similar level power to avoid power imbalance.

Cluster-1 contains omega level power Super humans which acts as first defense or offense as representative of Earth-2.  Same system was followed in magical towns after seeing success of model in their counter part. Size of magical core is checked in children at age of 11, 15 and 17. They were readjusted into all 6 Clusters according to their capabilities. Clusters have been expanded as and when need arises. Each cluster have their own system and council to make their laws or change it. There is one representative from each cluster council excluding seventh (cluster as its only used for new arrivals reeducation and asylum seeking species), a goblin representing goblin nation, a being representing magical being council of forest and a representative of magical creature council (so in total 9 people) form Earth-2 council. Earth-2 Council deals with inter Cluster laws and cluster-forest relation. This includes all aspects of visitor safety laws, permissions and business laws. They also represent Earth-2 in meeting with Earth or any other planets representatives at Moon. Earth-2 Council members also do surprise checks and inspect things at every or any location of Earth-2 to stay in touch with grounds, maintain quality and peace.  

Children except Omega level kid or Golden level (over developed core) wizard child can stay with their parents in their parents Cluster. However at age of 18 they have to join Cluster which is suitable to their personality and powers. It is decided by systems which was developed by Ravens, Hadrian and Super Computer with help of many people. Omega level kids and Golden level child require specialized training to control their powers and use it properly to avoid accidents that is why they need to be separated very early age for protection, they are placed in boarding school at Cluster-1. In summer vacation they can visit their parent's home in other clusters. Boarding school is responsible for these Children's overall development.  

Separation is continues process whenever a magical or mutant or anyone with power is found on Earth they were given option to give up their powers and stay on earth or join their peers on Earth-2. If there is any squib or normal human born on Earth-2 they send him/her to Earth. Both have system in place how to handle this children transfer so they don't suffer any kind of abuse.

Both planets have made immense progress in technology and jointly they are untouchable force for any other space threat. They also joined other planets of galaxy to do time to time meet and greet and participate in Peace activities, competitions and exploration. Xander also got access of Kree when Kree's emperor Ethan led planet on path of progressive peace instead of aggressive attacks. Kree and Shi'ar also became ally thanks to similar ideas between their Emperors. Asgard became humble towards other species and planets under Thor's rule. 

During this long journey many of Hadrian's consorts, lovers, ravens and people of Atlantis showed desire of death with there reasons and explaining how there assistance won't be require. Hadrian with heavy heart accepted it.

After 700 years of successful and peaceful empire Hadrian finally decide that his time to move on has come. Before announcing it to others, he wanted to know opinion of his horsemen as his death also means their death. Hadrian called his horsemen for meeting.
Hadrian: "My friends, I want to finally relieve all my duties. But my life is not only mine to decide. Yours is interlinked with me so I want to know your opinion. I can continue for your sake if you don't desire death"
Draco: "We have internally discussed it when we felt your emotions and desire past month. In fact we were waiting for it"
As Hadrian look bit confuse by statement.
Neville: "What Draco is saying as We agree with your plan to rest in peace."
Hermione and Luna nodded with smile.
Hadrian smiled: "In that case, let's call emergency meeting this weekend for me to declare this news. Tell everyone to be present."
They nodded and left.

After few days at court room, 5 new Ravens, Rogue, Hope, Vulcan, Thor, Ethan, Aiden, Azazel, 4 other demon lovers, Teddy, Smith (Tom), his horsemen and people of Atlantis present in room.
