This is assuming you were a stormcloak soldier like in game and helped him win the war)
Seeing his position and not wanting to dishonor himself or his lover, if you're not already married he will pop the question immediately, moot be damned.
Be it married or not, he is genuinely overjoyed at the thought of having children of his very own.
However with this happiness comes a tremendous fear. Even if all of Skyrim is in the palm of your hands as Dragonborn, it still wouldn't deter imperials or thalmor from the possible leverage over you and your husband.
Because of this, he has his children under constant guarded supervision, only relenting whenever they are with you and/or him and even then if you look carefully enough you can still spot some guards sporting a bear on their shield.
Not only are your children the offspring of the bloody Dragonborn and a jarl, they are also princesses and princes of Skyrim. Due to this, ulfric takes training them when they come of age very seriously.
It's no secret family means everything to Ulfric so despite your shared perpetually busy schedule, he will always find a way to spend quality time with his children and their lovely mother.
You bet your ass your children will know how to use thu'um even if they don't inherit your dragon blood (I have a theory because you're the last, so long as you stay in good standing with akatosh, your bloodline will forever carry the dovahkiin blood.)
The people of windhelm instantly start referring to your chirlden as the "cubs of windhelm". After a while soon does all of Skyrim, of course that is after the whole "crown prince/princess" thing.
Would totally be the type to let his children ride on his shoulders around the palace or even out for a stroll in their home city.
Can't help the stupid smile on his face when your children address Galmar and Jorleif as their uncles.
Being the high king and queen, your children will not only be the target of conspiracy and all things bad, but also true adoration from the loyal people of Skyrim.
Though ulfric puts up the great "discipline is key" front, he is a huge softie for his little "bear cubs" and will indulge their wants even if you clearly said no to whatever it was they wanted. So new toys, over the top dresses/tunics and treats for days.
If one of his cubs are female, from day one he decides to completely scrap rules/traditions about marrying his daughter off and gladly raises her up to be just as much of a warrior as her mother.
Like previously mentioned, he absolutely showers his cubs in gifts but they usually all have a greater sentimental value to them. For instance, once his oldest child is of appropriate age, he'll give them the circlet his own father gave him when he was little. That being said, all his cubs eventually will sport a beautiful silver circlet with sapphires.
Speaking of apparel tradition, of course his cubs will wear his house sigil (the bear) but in homage to you, the high queen and his love, they will also wear a dragon with outstretched wings (so as to not get confused with an imperial symbol)
Oh speaking of dragons, he is terrified at first but eventually you convince him to allow odahviing to give him and the rest of your family rides above the clouds under the guise of familiarizing your children with the land they'll grow to rule.
Hates being woke up but if a storm or something else scares his children in the night, he gladly allows all of them to spend the night in "ma and da's" room no matter how uncomfortable it may be.
Overall, he may be strict when it comes to public apparence and certain traditions but when it comes down to it, the ferocious bear of windhelm is a huge teddy bear for his cubs.
