Secretary Ross sat at the end of the table with the Avenger's filling the rest of the seats. Bucky sat next to you with his metal hand carefully placed over yours, your dad was on the other side of you hand resting at his chin dreading the conversation that was yet to happen.

"Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass, I found something 40 years in the Army had never taught me: Perspective." He sighed deeply while you watched his body language taking in each nervous move he made. "The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives but while a great many people see you as heroes, there are some who would prefer the word "vigilantes"."

Bucky's grip slightly tighten on your hand and you placed your free hand over it in a comforting way.

"And what word would you use, Mr. Secretary?" Nat sized him up with a slight scowl on her face.

"How about "dangerous"?" Ross's body language changed quickly jumping to the defensive. "What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?"

Ross activated the screen behind. News footage came up quickly with the Avengers fighting in New York a few years before. Tony looked down nervously.

"New York."

"Washington DC."

The screen played showing the fall of Shield, helicarriers falling into the water citizens of D.C screaming in a panic. Bucky's eyes turned from the screen. Ross was playing a game here, building enough guilt around the team to force them to sign the Accords.

"Sokovia."

You looked over to Wanda and Pietro who were wide eyed watching the screen, they felt the blame for Sokovia.

"Lagos."

"Okay. That's enough." Steve finally said watching his team and the screens.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He tossed a large packet on the table letting the team pass around the accords. You, tony and Steve had already seen them. "The Sokovia Accords. Approved by 117 countries . It states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

"Thats not even half of the countries." You finally spoke.

"There are 195. That's more than half." Ross challenged.

You had to hide your smirk. "249 actually and that's including independent nations." You finally stood taking your hand out of Bucky's. "Tell me Ross, while you were enjoying your little golf game and received your perspective did you ever think that the UN would want control of the Avengers to wield their benefit? Because well let's be honest that's what the governments of this world has been doing since the Roman Empire."

"Tell me, Ms. Stark, do you know where Thor and Banner are right now?" He challenged.

"Changing the topic, typical defensive measure." You scoffed. "All the government does is sit on their throne playing golf and making back deal trades until people come together who are not afraid of you and then you try snuffing them out or bending them to your will."
