He's a chicken, just like France :)

They're the chicken (rooster) club

Btw, the Rooster of Barcelos is a fale from portuguese folklore, you look up the legend behind it, it's pretty cool ^^
It's also the national animal of Portugal btw, despite not being real-

That's what the rooster looks like btw:

The second part he's based of is a green wyvern, ( a wyvern is a dragon with only 4 limbs, missing the hind legs) which used to be on the coat of arms and was generally a symbol representing Portugal (there were most commonly two wyverns, like on the coat of arms).
