The border between the Rainforest Kingdom and Mud Kingdom was never well documented. There were mostly forest, with some hills here and there. As such, Triarch Hazel decided to make this odd "no dragon's land" zone into a district in its own right: the Forest District.
The majority of LeafWings live here, since the rainforest was presented as an "upper-class dragons only" sort of district. In the forested areas, metropolises are being built in order to house the many LeafWings, like New Oak City and Fort Dandelion. However, there are plenty of scavengers looking to kill a dragon or two, so the LeafWings are always vigilant for suspicious looking monkeys.
Since there are very few dragons that live in the Forest District, no one really stopped the Invaders from taking it. The few who lived there before the Invasion were made into regular servants.
