As HiveWings are descended from Sunstreak the Foreseer, dragons believe they have a blessing from him, which is why the Hive province has the Streaking Sun Mountains contained in it. And since SilkWings don't have wings until their metamorphosis, it would be unsafe for young SilkWings.
Obviously, most HiveWings live in hives, with most being on the top wing, a few being on the bottom wing, and only one being more southern than that. Wasp, Jewel, and Cicada Hives are all on the top wings, and they are the three most populated hives in Pantala.
