Oak City is a bit of an odd place at first, especially for a LeafWing city, with thousands of holes dug into the dull, hard walls. Some have combatted this by planting colorful flowers or decorating their doorways with leaves. Four pathways in the four cardinal directions grant easy access to the bottom, which is full of the poorer LeafWings in this city. Towards the northeast of the hole a drained underground lake makes up the main part of Queen Hazel's Residence, but guests and staff occupy the tunnels beyond. The Residence is filled with trees and other plants, and a wooden statue of a tree makes her throne.
According to the Legend of the Breath of Evil, LeafWings sought refuge underground to hide from the creatures controlled by what is now known as the Breath of Evil. After many years, they had the courage to return to the surface by the other tribe that lived there, the BeetleWings. The largest community dug up to find themselves in a large hole, and they decided to settle it. These dragons were the ancestors of the current citizens of Oak City. Legends also claim that the origin of the Breath of Evil was once in Oak City, but it has since disappeared.
