Sitting in the hall of justice going over plans with his team, Lex and Cyborg walked in to give updates on what's been going around the world, Cyborg began first "Over the past 10 months we have seen a drastic increase in populations and governments joining our cause. More importantly, we have seen a group emerge calling themselves the regime, from what we've gathered they are nothing more than average civilians taking into their own hands to enforce superman laws and rules. Although most people view them as vigilantes they do listen to them, more by fear rather than respect."

"interesting, what do you think we should do about them?" Superman said looking at his other members sitting there.

"It's clear we should put them down." Barry quickly replied with Shazam also agreeing.

"Now hold on a second, if they are helping us keep the peace then shouldn't we use them. Maybe train them a bit and tell them not to be too violent, eventually, they could serve as our police." Hal suggested making Superman think.

"We can't be seriously thinking about this right? I mean they are just random people who think it's their right to beat people up and now we want to reward them for it?" Barry countered.

"I agree with Hal we need loyal servants now more than ever with our power extending across the world we are stretched thin we could use the manpower and eventually we could use them as police but as Hal said with a bit more of training, I'm in favor of using them." Wonder woman suggested.

"Very well then Hal will be in charge of making sure they receive the proper training and they will serve as our police." Superman explained "Now Lex tell me what updates do you have for us?" lex stood up and walked to a screen.

"Well this is actually fantastic timing, over the past several months I have spent time developing the solution to our lack of police power and now we have the solution," Lex said pointing to a green pill on the screen much to the confusion of everyone else in the room.

"what is it?" Superman asked.

"It's a super pill. this pill when taken grants the user instant strength very similar to superman for about 2 hours." everyone in the room gasped at hearing this.

"How can this be?" Hawkgirl asked.

"thanks to Kryptonian technology, superman cells, and my brain I was able to make it. This can make the average human into a god-like being. which is perfect for our police force in order to help them be strong enough."

"okay obvious question here what are the side effects."

"well of course like any super pill if taken too many too fast it can kill the user."

"what if it gets into the wrong hands?"

"It won't because no one else knows how to make it."

"-yet."

"Okay, Hawkgirl we get it, thank you." Superman jumped in "this without a doubt will give us a great upper hand in dealing with unruly crowds."

Shazam then spoke up "Won't people see this is a way to keep them under our control, I doubt they'll see this as a good thing."

"You make a good point Billy, fortunately, no one will know about it," Lex replied "Not for a while at least."

"Very well then, thank you, Lex. Now onto other news, has anyone had any updates on Batman?"

everyone shook their heads.

"Maybe he finally saw the light and decided to stand down," Hal suggested.

"No. Batman doesn't ever give up when he thinks he is right, trust me."

"I mean why are we even worried about him he can't stop us."
