this is the only time you'll ever see me say this, but in doing this effect, it's better to do it on Pics Art. I'll be showing you both ways, but just to let you know in advance, personally, I find it easier to do on Pics Art. this effect is used a lot on instagram edits; I used to use it a lot, but as you tell from the photo above, I'm a little rusty, haha.
Superimpose
i. Open your image as the background and your first color as the foreground (I usually start with the skin). Turn the saturation down all the way for the background photo to make it black and white. This is essential to recoloring, so don't forget about it.

ii. I usually erase everything first using the brush under the masking tab, then go back and use the eraser to fill in the areas I need to, but that's just a personal preference. Make sure to go to the transform tab as well and put it on multiply. When you're done, merge and repeat this process for every part on your person with a different color.
iii. For make-up purposes on your edit, what I usually do is upload a colored image as the foreground and then use the soft brush to brush over the cheeks softly. If it's still too dark, I turn the opacity down until it looks okay, and then merge it.

Pics Art
i. Open your image in Pics Art and go to tools>adjust>saturation and turn it all of the way down. After you do this, scroll over until you find the draw tab (red circle) and press on that.

ii. A cool looking drawing thing will pop up after you do this. All you do now is select the color you want to brush with, put it on multiply (blue circle) and draw away. A helpful tip from me is to press on the brush and turn the brush size up and the sharpness, just to make things easier for you guys. After you're done with the first layer, press the layer tab in the very bottom right corner and press the plus at the top (green circle). This adds another layer for you to draw onto.

iii. Here's why I like using Pics Art more than Superimpose for this effect. You are able to select the eye (red circle) and see what stuff looks better, and you can move the layers around to where different ones are on top (yellow circle). This is really helpful because unlike Superimpose, where you can only work with one layer at a time, on Pics Art, you're able to go back to certain layers, erase or draw mistakes you might have messed up on, delete certain things you don't like, and see which colors you might like more.

iv. When you're fully done with drawing on your edit, just press the checkmark above and then save.
These recolorings can spice up a lot of your edits and book covers if you put your mind to it. They've been getting less common now-a-days, but maybe they'll come back around? Idk. But maybe next time instead of using that boring o'l PNG, spice it up a bit with some recoloring (:
