Superimpose
i. Open a white background and then your PNG/image as the foreground. Merge and then save this.
ii. Upload the saved image as the background and the foreground. Center it and then go to the mask tab and get the rectangle erasing option. Use it to erase little areas like I have pictured below/above and then when you're done with that, just go to the transform tab and drag the image over just a little bit to get the glitch effect. (another way you can do it is to drag the image over a little before and then do the erasing part, but either works)
iii. Save the image/add a background as desired and add your title. Boom, your done!
You can't do this in Pics Art because there's not a rectangle erasing option (unless I'm not aware of it).
