When Tokyo was young, he was quiet and shy. So people referred to him as "Japan's Brother" and they never saw him as anything else but that. They always have expectations for him in the future. So he was always in his brother's shadow. So as he grew up, he became his own person. Out-going, loyal, but sometimes quite rebellious. He gets along Romano, Prussia, and Canada because they can relate to his problem. 2p Tokyo has the same problem.
