You can use PicsArt or superimpose for this. It really doesn't matter.

STEP ONE) get your background (black and white) and your foreground. Make sure your foreground is all black. You can easily get a blank black page and crop it to the size of your picture you will use later. I just brought down the exposure to make it all black.

STEP TWO) now add your picture

STEP TWO) now add your picture. Use black and white picture. Make it a little bit bigger than the shadow like I did. Add whatever simple texture you want. Save when done.

STEP THREE) now open Phonto

STEP THREE) now open Phonto. The font I used was Lemon Milk. I did the title three times with the size of 55 and the outline of white. As for quote or author's name, I did white with the background of black. Then your done.
