Honestly, these lyrics are about a person who had a really good night in Japan. I don't know any other way to interpret them.

It was more than just a neon weekend
Life slipping through the third floor, curtain
Spreading out like the morning news
From the day before

Japan has a huge population, life slipping through... can be seen as a metaphoric way of saying there are a lot of people living in Japan. Spreading out like the morning news from the day before can be seen as how they escape their residency during peak hour (well not now in COVID times).

Falling fast, breathing slow
Time is up, the end is just a dream
Just a dream

They're in a hotel, and they make very little noise but someone from room 304 complained. Why 304?

Well, 304 upside down looks like the word hoe. 5sos just said that a hoe complained on them, in a very linguistic way.
