The Kelly family kept their house in San Diego but continued to move around the world sporadically and temporarily. As the girls got older their parents, aunt and uncle began training them themselves as well as bringing in or taking them to some of their most trusted allies, including the leader of the League of Assassins. So that they could defend themselves.
The adults in the family had built up a serious amount of allies and brought the ones they had become close to and trusted wholeheartedly into their children's lives, including 2 men Spike and Drusilla had met back in London and had been vetting for years, Rupert Giles and Wesley Wyndam-Pryce. They had become the children's guardians if their parents and aunt and uncle were all busy.
