With all the different types of Supernaturals, it's hard to decide which would be the most powerful. Someone has to rule them. But who? Everyone has their debates and opinions. But it's not exactly like we could vote as if you're voting for a new Prime Minister, especially since the Supernatural world is hidden and unknown to humans.
Naturally though. There is a council in charge of them. Not that anyone has ever seen them. Supernaturals are becoming almost a dying breed. If they want to survive, they would know better than to question the council's rules.
Supernaturals can live in the human world and follow the correct rules.
Never reveal your abilities to the humans
Never harm humans unless they are under severe threat.
Never fall in love with them - Nor any supernatural that isn't your own kind.
But... What if someone were to break them?
