Description:
User becomes a 5-ft long black cat which has yellow eyes.
User can telepathically communicate due to lack of vocal chords.
User can change any living thing to any other living thing.
Said changed thing will keep their memories, and can communicate telepathically.
User can give any other cats the same ability.
All changed things, and the user will not develop any animal instincts.
Drawbacks:
Gifted powers only work for 1 hour.
User must touch any cats to give them the power.
Changing and telepathy work in a 30m radius.
Range increase impossible.
Things take time to change.
user can only change one thing at a time.
Time taken to change things can be shortened with practice.
