For years, Jouno has been completely blind. It was a known fact by everyone, meaning the rest of the government, and especially Fukuchi, Teruko, Tachihara and Tecchou.
Those four were his teammates, his squad, his family. Even if he didn't want to admit it out loud, he cared for every single one of them.
Jouno and Tecchou fought and argued, throwing insults at one another every moment of the day, threatening the others life, and Tecchou's special treatment, stabbing him "lightly" with his sword.
It was another known fact that Tecchou and Jouno didn't get along all that much, but it didn't stop them from caring about each other in secret.

One day, in the conference room, Jouno and Tecchou arrived early. Nobody else was around; not Teruko, not Fukuchi, and not Tachihara. Although the redhead had an excuse, of course. Spying on the Port Mafia and all.
The two sat down in chairs opposite of one another, and waited. They waited and waited for minutes, until they came to the conclusion that nobody else was showing up.
That was weird, considering they had gotten messages saying to show up today, since it was sent by Fukuchi. Maybe Teruko and Fukuchi were busy doing something? Their best guess was Teruko did something and threw some sort of tantrum, as she usually does.
"Yeah, I don't think anybody's gonna show up." Jouno said, leaning back even more in his chair. Tecchou stayed silent, sliding down in his chair until his knees met the floor and his head was underneath the table.
"If that's the case, this seems like a big waste of time." Tecchou replied, although it was muffled to Jouno's ears. The white haired one tilted his head, coming to the conclusion that Tecchou no longer sat at the table, and rather sat under it.
"What are you doing on the floor?"
"Dying, slowly."
"Aww, if only I could see it."
"Ha ha, Jouno. Very funny."
"I like to think of myself as a bit of a comedian."
"Please don't. I'd kill myself if that ever happened."
"That's dramatic."
"You're dramatic."
"I'm being dramatic right now?"
"Yes."
Jouno scoffed, turning his head to the right as to show he was done with this pointless conversation. Whether or not Tecchou could see it, being under the table and all, he didn't really care all that much.
He heard footsteps, grumbling and felt the table moving as Tecchou emerged from underneath it. The raven moved closer, and sat down in one of the chairs closer, or rather right next to Jouno.
Once again, they were plunged into deafening silence, neither one of them saying a word to each other for minutes.
"Humor me." Jouno suddenly spoke, spinning in his chair to face Tecchou, where he could hear the other breathing.
Tecchou raised an eyebrow, although Jouno wouldn't be able to see it. "What?" He asked instead to signify he was paying attention.
Jouno sighed, chewing on his bottom lip as he thought. "Ehh, I was just thinking about something."
"And that is..?"
"..what do I look like?" Tecchou's eyes widened, taken aback by the question.
"The hell do you mean? You haven't always been blind. Can't you remember what you used to look like?"
"Not really. That was a long time ago." Tecchou continued to stare at Jouno, unsure as to what to do.
Although it's true that Jouno wasn't born blind, you'd think he'd remember what he looked like, right? At least that's what Tecchou thought, anyways.
"I-I don't know. You look like you."
"Helpful, real helpful."
"I don't know what you want me to say. You look like you, end of story."
"Well I was hoping for details, but whatever." And Jouno once again turned away from Tecchou.
This time however, there seemed to be a hint of disappointment in how he sat, and Tecchou caught onto it. He sighed softly, still looking at Jouno.
"Your hair is-I don't know, it's nice, to look at." The raven awkwardly spat out his words. Jouno's head turned a bit, humming a small 'hm'.
"Most of it's pure white, but the bottom tips are red. It's weird and I haven't known you that long but I'm going to assume you were born with it." Tecchou continued, now looking away from Jouno and looking down at the table in front of them.
At this point, Jouno had fully turned in his chair to face Tecchou, the raven unaware of being watched.
"You always keep your eyes closed, but with what you said about how you lost your sight, they probably don't have any melanin in them, so they're most likely white, or just really really light colored. It would suit you, I guess."
Jouno wouldn't be able to see it, and Tecchou would deny it wholeheartedly even if Jouno did have his sight, but the ravens face slowly turned pink as he spoke about his colleague.
"Your creepy ass smile is just that; creepy, especially when you go to "interrogate" someone. But it can be nice when you're actually happy about something." With every word that came out of his mouth, his face burned more and more.
"Your head is kinda narrow, but your face is structured so that everything just fits together, and everything just looks-"
He stopped for a moment, whispering his next words, "-perfect."
Of course, Jouno's heightened senses worked to Tecchou's disadvantage, and the white haired one heard that last part.
Jouno felt his own face burn, turning away from from the raven, not knowing if Tecchou was even looking at him but he wasn't gonna take that risk. Tecchou wasn't, luckily.
Both of them stared at somewhere else in the room, most certainly not at each other. Eventually Tecchou turned to Jouno after a few minutes of it being quiet, and saw Jouno's head turned to the side, red dusting the side of his face beautifully.
Tecchou couldn't help but smirk a bit, holding his head in his hand braced on the table, now hiding his mouth.

In the camera room, Teruko, Tachihara and Fukuchi were watching as the two men in the conference room blushed furiously.
They caught the small smirk from Tecchou, and it's safe to say that all three of them were full on fangirling right about now.
"Oh my God! We need to set them up on an actual date!" Teruko exclaimed excitedly.
"I agree. But where should we send them?" Tachihara asked, still smiling.
"I heard there's a new bar opening up in the city!" Fukuchi exclaimed, happy at the prospect of alcohol.
"Of course you would know about all the places with alcohol." Teruko stated, her hands on her hips as she looked up at her captain. Tachihara nodded at the side in agreement.
Then, Fukuchi burst out laughing for whatever reason, leaving Teruko and Tachihara to look at each other like this man was crazy. Of course he was, he was an old man.
Despite that, they were happy that their plan to finally get Tecchou and Jouno talking to each other privately that wasn't about work was actually successful.
Phase one, complete. Onto phase two.
