"Why is attacking the city?" asked Conroy, "If it's a spirit of the city, why do structural damage? I can see that it wants to kill the people, but the city is part of it, right?"

"How do you mean, Dad?" asked Andre from his hospital bed. It had been a day since the last attack, Birmingham was quickly dealt with this time as it appeared near a national guard outpost and Frankie went quickly to the sight. Jay hadn't shown up this time.

"It attacked city hall. The head of government and one of the core parts of the city, you'd think that it would want to preserve the infrastructure. What if it's not what it said it was? We've been under the impression that it's a city and land spirit, but that's not how it's acting. It's destroying everything, causing pollution with all the fires and burst gas and sewer lines, it's attacking without regard to the land or the city."

"If it's not what it says, what the hell is it? It's not infernal, it's not a pure elemental, and it sure as hell isn't celestial."

"What if it's an incomplete god, cast down, or broken thing? Like an elemental lord that was buried eons ago and mutated? I summoned it, but honestly, I was fishing and placed my expectations on it as soon as it showed up. I said it was Birmingham, it didn't name itself."

"So, you're thinking that instead of finding the spirit of the city, you woke up something old and malevolent?" asked Andre.

"It would make sense with how it has been acting since it got loose. It's a monster, it's like a leviathan. I think Frankie can beat it, but every time he gets close, that Jay bastard shows up and runs blocker for it." Replied Conroy.

There was a knock at the door and FBI Deputy Director Becker and SSA Dalton walked in. "Mr. Miller, could you roll outside for a few minutes so I can talk with Andre? I would appreciate it."

"Uh-oh. All right. Think about it son." Said Conroy as he rolled into the hallway and Dalton shut the door behind him.

"We've been given the go-ahead to deploy specialist mercenaries with high-powered weapons to take out Jay. But the weapons are non-discriminatory. If Hernandez is in the air at the same time, they may inadvertently target him."

"What kind of weapons are we talking about here?" asked Andre.

"That's classified. What I can say is they are a form of self-guided munition. Once it's fired it will target any threat that is in the air. Hernandez will fit the profile of threat in this case."

"So, what is Frankie supposed to do? He's our main weapon against that monster."

"He needs to stay on the ground. If he goes into the air, we cannot guarantee his safety. I'm probably breaking a dozen laws by saying this much. But you're right, without Hernandez the city would have fallen by now." Said Becker.

"If he stays on the ground that gives Jay a huge tactical advantage. He'll be able to snipe at Frankie without repercussions."

"How you all deal with it is up to you but the teams are being deployed as we speak. Any airborne targets are to be considered threats and taken out." Becker nodded to Dalton and the two of them left.

"Hells and blazes." Conroy rolled back in as Andre took his phone from the bedside table and called Frankie.

"Not the best time Andre." There was the whooshing sound of spells being cast.

"You need to get back here now, and you need to stay on the ground. No matter what happens do not fly. I'll explain everything when you get here."

"As soon as I'm free I'll be there." And he cut the line.

"What's going on, Son?" asked Conroy.

"The FBI is deploying ground-to-air weapons to take out Jay. But they'll target anything in the air. So, if Jay and Frankie are fighting, Frankie is a fair target."
