When Ōtsutsuki Hagamoro traveled the earth, sharing his Chakra with everyone, the first person he gave it to, was a man with the name Tsukinaga Shinju. He was a blind man with blue eyes and pure white hair. He lived his whole life as a humble farmer, far out into the countryside, away from judgmental villagers that ostracized him for not having his sight.
Being the first regular man to receive Chakra from Hagamoro, he obtained a very large amount. Once the Chakra was in Shinju's system, it altered his optic nerves drastically. This instantly restored his vision and changed the look of his pupils to an intricate silver design. Shinju soon realized he had special abilities, such as being able to see into the future. Hagamoro realized the eyes were just like his Rinnegan, and named the eye Miraigan. Hagamoro urged the man to hone his abilities and told him to use his power for good. Hagamoro then deemed the man a walking God, hoping he would take his advice and spread peace around the world.
Shinju could activate and deactivate the eyes at will. He found than when they were not active, his pupils were now red instead of their former icy blue.
Having retained his sight, Shinju tried his best to learn how to use Chakra. He practiced using his newly obtained Dōjutsu everyday, hoping to gain the respect of the villagers that constantly ostracized him. Eventually, Shinju mastered everything there was to know about chakra at the time. He constantly tried to help everyone around him, slowly earning the trust of his village. Shinju became known as "The Divine Seer," someone never to be fooled with. He was a mortal man, walking the earth with the power of a God.
Shinju eventually married a kind woman and had many kids, continuing his lineage and forming a strong clan. Overtime, decedents of Shinju having the Miraigan became more and more rare, with only five users being born every one hundred years. The ones who did inherit Shinju's special chakra are born with blood red eyes.
In time, the Tsukinaga Clan evolved into one of the most feared Clans in the Shinobi world. Everyone knew of the supreme power they possessed and feared it greatly.
Far into the future, most details of the first Miraigan user have been forgotten. It is said that he wielded a supreme and advanced form of Miraigan that had the divine power to create or destroy worlds. Although, this is just said to be a silly kids tale, not to be confused with real life.
After many years of different users, the Miraigan has changed drastically. Tsukinaga who are fortunate enough to be born with the Miraigan, are born with the first stage of it. There are requirements to advance the eye to further forms.
The Miraigan differs from user to user, each having different special abilities if they can manage to advance the eye to its third form.
