The HYDRA agents were fixing up Bucky's metal arm when he started having flashbacks.
Flashback #1: Zola and HYDRA agents were experimenting on him for the first time in WWII before Steve and Y/N rescued him.
Flashback #2: He and Y/N were on a snowy mountain where they confessed their feelings and had their first kiss.
Flashback #3: Then he remembered when he fell off the train and Steve and Y/N were trying to help him.
Flashback #4: Then he saw when he was picked up by Zola and the HYDRA agents. Then they amputated his left arm and replaced it with the metal one. Lastly he was frozen to await what he had to do in the future.
Flashback #5: Then he was in his dream again where it was completely white and he was standing in the middle of it. He was looking around until he heard something.
"Bucky," a female voice called, her voice filled with love.
He turned around to see Y/N in a beautiful white dress.

She walked to him, her eyes full of love towards him. She gently cupped his face and kissed him. In response, he placed his hands on her back gently and pulled her closer to deepen the kiss. When they parted, they continued to hold each other.
"I love you so much. You're my whole world," she told him.
That's when he came back to the present and pushed the HYDRA agent, who was fixing his arm, down. Rollins pointed his gun at him to stop him attacking any further.
Pierce then entered the room Bucky was in.
"Sir, he's...he's unstable. Erratic," the lead scientist told him.
But Pierce ignored him and he, with Rumlow, approached Bucky.
"Mission report," Pierce commanded.
There was no response.
"Mission report, now," Pierce demanded.
Pierce got closer to Bucky and suddenly slapped him hard across the face.
"The man and woman on the bridge..." Bucky mentioned, remembering Steve calling him by his name and Y/N's tear-stained face as she looked at him, then asked, "Who were they?"
"You met them earlier this week on another assignment," Pierce answered.
"I knew them. The woman there, she was in my dreams," Bucky explained.
Pierce sat in front of Bucky.
"Your work has been a gift to mankind. You shaped the century, and I need you to do it one more time. Society is at a tipping point between order and chaos. Tomorrow morning we're gonna give it a push. But, if you don't do your part, I can't do mine, and HYDRA can't give the world the freedom it deserves," Pierce explained.
"But I knew them," Bucky insisted.
Pierce just looked at the scientists and told them, "Prep him."
"He's been out of cryo-freeze too long," the lead scientist pointed out.
"Then wipe him and start over," Pierce remarked.
They strapped Bucky in his chair and then place a rubber teeth guard in his mouth. They began the process of wiping his brain, making Bucky screaming in pain. But for some reason, he thought of Y/N, the woman from his dreams, and didn't let them get away from his mind.
