Fury got into an elevator and Steve followed him.
"Insight bay," Nick said.
"Captain Rogers does not have clearance for Project Insight," the computer stated.
"Director override, Fury, Nicholas J," Nick told it.
"Confirmed," the computer responded.
The elevator started going down.
"You know, they used to play music," Steve pointed out, leaning against the wall.
"Yeah. My grandfather operated one of these things for forty years. My granddad worked in a nice building, he got good tips. He'd walk home every night, roll of ones stuffed in his lunch bag. He'd say 'hi', people would say hi back. Time went on, neighborhood got rougher. He'd say 'Hi', they'd say, 'Keep on steppin'.' Granddad got to grippin' that lunch bag a little tighter," Nick explained.
"Did he ever get mugged?" Steve wondered.
"Every week some punk would say, 'What's in the bag?'" Nick said.
"What did he do?" Steve asked.
"He'd show 'em. Bunch of crumpled ones and loaded .22 Magnum," Nick answered, smiled, and said, "Granddad loved people. But he didn't trust them very much."
They kept going down as Steve saw three gigantic Helicarriers.
"Yeah, I know. They're a little bit bigger than a .22," Nick commented.
They got off the elevator and walked around.
"This is Project Insight. Three next generation Helicarriers synced to a network of targeting satellites," Nick explained.
"Launched from the Lemurian Star," Steve said.
"Once we get them in the air they never need to come down. Continuous suborbital flight courtesy of our new repulsor engines," Nick replied.
"Stark?" Steve guessed.
"Well, he had a few suggestions once he got an up close look at our old turbines. These new long range precision guns can eliminate a thousand hostiles a minute. The satellites can read a terrorist's DNA before he steps outside his spider hole. We gonna neutralize a lot of threats before they even happen," Nick explained.
"I thought the punishment usually came after the crime," Steve pointed out.
"We can't afford to wait that long," Nick remarked.
"Who's 'we'?" Steve asked.
"After New York, I convinced the World Security Council we needed a quantum surge in threat analysis. For once we're way ahead of the curve," Nick stated.
"By holding a gun at everyone on Earth and calling it protection," Steve said.
"You know, I read those SSR files. Greatest generation? You guys did some nasty stuff," Nick told him.
"Yeah, we compromised. Sometimes in ways that made us not sleep so well. But we did it so the people could be free. This isn't freedom, this is fear," Steve explained.
"SHIELD takes the world as it is, not as we'd like it to be. It's getting damn near past time for you to get with that program, Cap," Nick remarked.
"Don't hold your breath," Steve told him.
Steve started to walk away.
"Don't you want to know the good news I had for you?" Nick asked.
Steve turned to him and said, "It wouldn't hurt. So what's going on?"
"I've been thinking about our talk about your sister for a while now. So before the mission, I sent a team back to the crash sight where we found you. We learned that when you two crashed, she was sent toward the back of the control room. That's why we couldn't find her when we found you," Nick explained.
"How did you know where she was?" Steve asked.
"Because that's where we found her. She's here and alive," Nick answered.
A smile formed on Steve's face and Nick returned it as he lead Steve to Y/N's room.
