Levels in this world functioned similarly to Grandeur Fantasia.
When a person defeated a monster, another person or trained, they would gain "experience" which will increase their level over time. Then along with their level, their strength, speed, magic, mana capacity, other physical and magical abilities and overall strength would also improve.
However, becoming stronger after training and defeating monsters that are stronger than them seemed to be the natural order of things in this world. Thus, no one realized it except for individuals that were high leveled enough to gain that sort of information from <<Examine>>, and in turn, no one knew there are level requirements for equipping different rank of equipment.
Many thought as long as they are trained to a certain degree, they would be able to use the weapon they've trained for immediately. Thus, many rich adventurers, nobles, or knights, who were able to purchase high ranked weapons, bought rank B or maybe even rank A weapons but couldn't actually utilize it.
Just like how levels affect the firepower, mana efficiency, and rank of the spells a person could cast, it also affects skills, or better known as Martial Art Skills in this world, and the ability of a person to bring out the potential of the equipment.
In Grandeur Fantasia, the minimum level for a player to equip an S rank equipment was 70. When a player reaches that level, they'd be able to use the S rank equipment freely.
However, there are abilities and additional stats in the equipment which were locked by levels. By reaching the level requirements to unlock it, players can gain the benefits of the additional stats and use the ability of the equipment. In this world, that was what it means to bring out the potential of the equipment.
Even though a person has reached the level requirement to wield a certain rank of equipment, they wouldn't be able to fully use the full power of the equipment.
A level 70 person in this world could equip Claiomh Solais, just like how a level 70 player in Grandeur Fantasia equiped an S rank weapon. But they wouldn't receive the additional stats and abilities that Claiomh Solais has since they still haven't reached the level requirement.
Claiomh Solais was a low tier S rank weapon, in which the level required to unlock the stat bonuses would be level 75, while the additional ability would be unlocked at level 80.
Rafael, Mia, and Lily were on the high 40's, almost reaching level 50 thanks to their training with Leon and his player assistants. Verand, the Royal Guard Commander of Arcland, was level 54 while Silverio, the leader of Arcland's Intelligence Department, was level 50.
Rafael and Mia's mentor, [Hell's Rose] Laura Vany, was most probably around level 60 based on Rafael and Mia's description and stories. The Headmistress of the Royal Academy, Irene von Perlia, was a level 62, while Yves was level 66. Then based on Yves and Gardner's description of the individuals that tried to use Claiomh Solais, Leon can conclude that they're around the 45-55 level range.
Considering their levels, it was no surprise that no one has ever come close to unlocking Claiomh Solais's full potential.
The "Hero" from the legends that managed to hold out against the Armageddon class monster and two Calamity class monsters might be the only one that had reached level 70. But even he would not be able to unlock the additional stats and ability of the sword.
