Dan is an avox and Kyle is a Capitol person
Four Times Kyle could've confessed and one time Dan did the confessing
1.
They had met before, Dan made Kyle's bed every night and day at the same time. He also woke him up an hour before he did so with a nervous and slightly way too innocent expression that made him wonder how he could be a traitor. Dan was more his, than anyone else's. He served him more than his annoying sister who seemed to smirk every time Dan served her. She also touched his ass once, he was probably afraid of her. Kyle groaned when he felt the gentle push of Dan's hands. "Ten more minutes" he groaned but the avox tried to get him out of bed. Kyle grabbed his hands and pulled him onto the bed. "I think I love" he sleepily said to him, before chickening out. "The palm tree"

It was getting right ridiculous, his mother told him after he told her it was his fault not Dan's that he was late. That he was just helping him with something. Really he was teaching him how to swim. Dan originally was from district four. "You can't hog the avoxs, I don't know what you see in that one. He's far too clumsy at times and he's a traitor" she said as she had her wine glass refilled by the avox beside her. That night, his bed was made again with a note. After reading it, Kyle understood. Dan's parents and him were caught trying to run to district 13 in district 10. They gotten far but his parents were killed and he was caught. He didn't make eye contact when Dan tucked him in. "Dan, I love you" he mumbled when he left. But he didn't hear, Kyle thought.

It was different now. Every morning Dan woke Kyle up with breakfast, then handed him his outfit for today and left while Kyle got dressed. He went back when he left to make the bed. He took him outside and they went to a lake deep deep into a place no one went to now. He did it for him, he guessed. He faced the water for Dan. He learnt how to swim for Dan. "Daniel" he called but then shook his head, "actually never mind" it was too early for confessing.

Their night routine changed soon after. After dinner, Kyle got Dan to shower. Not with him, of course. He showered in the morning. He tucked him in, kissed his forehead and Kyle told him a story. It could have been the other way in an alternate universe. But he enjoyed Dan's look of innocence and adoration. "Once upon a time," he started when Dan was sitting. "There was a singer, his voice was beautiful but he didn't want to just a singer. He wanted to be in a band. He got a drummer and a guitarist but he was missing something. He found what he was missing at a party, he found a keyboardist. It took them some time but the keyboardist and the singer fell in love. They continued being in the band as they were accepted by the other members. The end" Dan fell asleep in the chair.
Bonus 1.
Kyle was laying in bed, it was late. Where was Dan? He was worried about the clumsy, adorable avox. Well until he entered the room holding ten roses. Blue, white, red, yellow, purple. Kyle had no clue how he got this flowers. Dan put them in a vase beside Kyle's bed that had always been empty. He turned to him, placing his hands on either sides of his face. "Dan, I'm not sick--" then their lips collided. Kyle had not forgotten that Dan had no tongue so they didn't French kiss. He pulled away. "So you feel the same way?" He asked and he nodded. Well, Kyle guessed, Dan was mute not blind
