"Is she doing better?" Dahlia asks as Pietro rejoins her on the couch.

"I don't know. She keeps lying to me." He replies. "Rogers went to talk to her, maybe she'll talk to him."

"I'm sure she just doesn't want to worry you. Nat says that she and Vision are pretty close. Maybe she's talking to him." She tells him.

"The toaster? She's talking to the toaster, but not her own brother?" Pietro scoffs. She rolls her eyes and grabs his hand.

"As her brother, maybe you should be more understanding of her wanting to protect you. And more understanding of her wanting to from relationships with her new team. One that you and I aren't really a part of. I know it's difficult that you lost a connection when you lost your powers, but she needs all the support she can, especially from family." She scolds. He sighs and squeezes her hand.

"Fine." He sulks.

Steve, Wanda, and Vision leave her room and spot them talking on the couch.

"We've got a meeting. Dahlia, I think Tony wanted you to join." Vision tells them.

"All right." She replies. She turns to Pietro. "Why don't you head back home. After the meeting, I'll talk to the others, see if they know more." 

"Okay. See you later." He agrees, hugging her before heading for the exit.

"Five years ago, I had a heart attack...and dropped right in the middle of my backswing." Secretary Ross says.

"It's a golf term." Steve whispers to Dahlia, who'd been just about to ask him about it. She pats his arm in thanks.

"Turns out it was the best round of my life because after 13 hours of surgery and a triple bypass...I found something 40 years in the Army had never taught me. Perspective." Ross continues. "The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives, but while a great many people see you as heroes there are some...who would prefer the word 'vigilantes'."

"And what word would you use, Mr. Secretary?" Nat asks.

"How about 'dangerous'? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" He answers, moving to the side. He lists the places they've been, showing footage from the attacks. Dahlia winces and covers her ears, the screaming too loud for her in the silent room.

"Okay. That's enough." Steve says, seeing Wanda's discomfort at the mention of Lagos.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution. The Sokovia Accords." He tells them, setting the document on the table in front of Wanda. "Approved by 117 countries, it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel...only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place. I feel we've done that." Steve says.

"Tell me, Captain, do you know where Thor and Banner are right now?" He replies. He stays silent and he continues. "If I misplaced a couple of 30 megaton nukes, you can bet there'd be consequences." Dahlia scoffs at the comparison, glaring at him. "Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground." 

"So, there are contingencies." Rhodes says.

"Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over." He tells them.
