The prophecy of the Chosen One was an ancient Jedi legend that foretold the coming of one extremely powerful Force-sensitive being destined to restore balance to the Force by destroying the Sith. It was predicted that the Chosen One's power would rival that of even the most legendary champions of the Jedi Order.
"Fully defeated by just anyone, the dark side cannot be, but only by the Chosen One. And who might be this Jedi? Know I do not, but not yet born is he or she. This much, sense I can. A vessel of pure Force the Chosen One will be, more powerful than any Jedi in history." Master Yoda had once told the council, believing the Chosen One to have not been born yet.
That is, until Master Qui-Gon Jinn discovered a 9-year-old slave boy on the Outer-Rim desert planet of Tatoonie— Anakin Skywalker. The Jedi Master believed the boy could be the Chosen One, due to his extraordinary abilities with the force, and the fact that his mother, Shmi Skywalker, claimed the boy had no father and was the result of a virgin birth. The Master was further convinced when he tested the boy's midichlorian count, and found it to be the highest ever recorded— 22,000.

Master Qui-Gon brought to the boy to Jedi Temple in Coruscant, testifying on his behalf in front of the Jedi High Council. Despite his belief of the boy's destiny, the council was hesitant. The boy was found at an older age than most, and had already formed attachments and strong emotions. They sensed fear in the boy.
"Fear is the path to the dark side. Fear leads to anger. Anger leads to hate. Hate leads to suffering.", Master Yoda had warned him.
The boy's high midichlorian count also made the Council uneasy, due to the dangerous power he could yield. The combination led them to believe the boy would be at greater risk of being manipulated towards the dark side.
The Council told Qui-Gon he would not be allowed to train the boy. But after Qui-Gon was fatally wounded by Darth Maul, his former Padawan, Obi-Wan Kenobi, was determined to fulfill his ex-Master's legacy and dying wish; thus, taking on the boy as his apprentice with the Council's blessing.
