I headcannon that without all the hair gel and hair spray Kai's hair is actually super curly.
He actually started wearing his hair like that because he was embarrassed.
If he ever ends up running out of hair gel, which is very unlikely, because he buys tons of hair gel every time the ninja go shopping, he'll put a hat on, so that no one makes fun of him. If he doesn't have a hat he'll hide from everyone until he gets more hair gel.
The only person who's ever seen Kai's hair without hair gel is Nya. She forced him to show her how it looked like. She tried to get him to stop using hair gel but Kai refused.
