Both High Tide and Blurr have been a part of some point where they had been addicted to something they shouldn't have, and obviously had a hard time breaking away from.
Ratchet had actually built a device that helped towards the addiction, which allowed to simply make the bot intake air rather than whatever it was. Whenever the bot felt that they needed their addiction, they would use the device.
It was one of Ratchet's first inventions (one that was actually a machine that is), which actually worked really well. Hightide actually asked the medic to make another one, specifically for Blurry because the bot could definitely tell that there was some needed help there.
High Tide was quick to notice that Blurr had been breaking from addiction, unlike the Sigma 17 crew that still has no idea. The blue Mech did give the device over for Blurr to use for it, and there was much clear improvement seen in the racecar only a week afterwards.
