In an alternate universe where palpatines plots never came to fruition, the galactic Republic sends a contingent of clones to remnant to root out a seperatist holdout

The city of kuchinashi. Long considered to be the largest source of crime in all of remnant, to the point that clone troopers began calling it 'the mos eisly of remnant.' while the Republic did send troopers to secure the city, they soon realised the lower levels were too crime infested for them to properly control.
As such, the Republic looked to an outside organisation: a criminal group strong enough to maintain order, but weak enough that, should they attempt to resist when the occupation was over, they could be easily removed. Organisations like the hutt clan were too powerful, and groups like the pyke syndicate and crimson dawn were rejected due to their ties to the sith. This left one other option:
The haxion brood. They were a small but surprisingly powerful crime syndicate within the outer rim, mostly dealing in illegal droid parts. The Republic came to a deal with the brood: in exchange for briefly occupying the lower levels of kuchinashi, the Republic would avert their gaze from the gangs dealings.

At first, the three most powerful crime syndicates Controlling the city (spider, the wave and the hana guild) didn't pay much attention to the arrival of the brood. While the xiong family, a more recent addition to the city after being forced out of Vale, immediately alligned themselves with the interstellar crime group, the big three belived they were not an issue...
But then word came in that the hana guild was wiped out, their leadership slaughtered by men bearing Cybernetic augmentations alongside hulking robots. in the aftermath, the guilds territory, operations and debts were all transfered to other groups, the bulk of it going to the xiong family.
After this incident, the other families fell in line. They allowed haxion enforcers into their territory, and were forced to pay tribute.
This was the current state of kuchinashi, as weiss schnee and Mercury black navigated the streets of the lower levels.
As the unlikely pair walked through the city, they notice soldiers in yellow armour, brandishing metal shields and blasted rifles, sometimes withs limbs replaced with Prothstetics. Some were simply standing around, others were shaking down thugs from spider and the wave. Either way, it was clear that they were the ones in charge now
