Professor Hugo Strange first gained fame as a psychiatrist who declared that he had fully analyzed the Dark Knight and later claims that the Batman's true identity is Alex Ambrose. However, his interest in the Batman turned into a obsession, and he used his medical expertise to hatch a series of plots based around mind control in order to defeat the hero and take his place as Gotham's savior. However in his mission to defeat the Batman, Strange's master had promised him command of forces beyond Alex's comprehension.
Strange was a psychiatrist who worked at Blackgate Prison before being transfered to Arkham Asylum. Between those years, he was aware Alex's war against crime and began studying him, later on finding out who he really was. Soon Strange made it his mission to break the Batman.
One of Strange's psychiatric patients was Warden Quincy Sharp, administrator of Arkham Asylum where most of Alex's villains were kept. Strange soon found Sharp to be the best kind of puppet. Seeking to have Sharp fall under his influence and control, Strange manipulated Jervis Tetch into utilizing his mind-control serums and technology on the warden.
Over the next three years, Strange began treating Sharp with a combination of Tetch's hallucinogenic serums and mind control to program him into becoming his puppet. While Sharp would appear to be in charge to the public, Strange would puppeteer him from the shadows. One of Strange's first moves was to make Sharp run for Mayor of Gotham City, knowing that if he won the position, it would give him almost unlimited influence over the city.
After the Asylum incident, Hugo met his master who would help him with his plans and soon Strange made Sharp open Arkham City and transfered all the villains and criminals from Blackgate Prison and Arkham Asylum into the supermax prison. Those that were involved in the project's completion were also thrown into the city so that Strange can cover up his tracks.
Strange had also brainwashed the TYGER company and its agents to act as his personal army of soldiers. He also trained them to fight Alex and show no fear to the Batman.
Strange was at the Wonder Tower Security Control Center as he was looking at Arkham City through the window while TYGER Guards were walking around the area as he said something to them.
Hugo: Do not let your guard down. You have all read my reports. Use that data to defeat him.
The guards nodded and continued walking around the area as Strange continued speaking to them.
Hugo: This is the dawn of a new age for Gotham City. Protocol Ten will annihilate the evil from this city. You should be proud. A new day has arrived. A new Gotham will be born.
One guard was looking around the area until Alex bursted out the grate and hit a tornado DDT, knocking the hostile out as Strange was shocked and said something to the guards.
Hugo: He will ruin everything! Find and stop him!
The guards began looking around the areas as they placed mines on the ground and continued moving forward. One guard spotted Alex in the ceiling and began firing at the vigilante but Ambrose immediately dodged the attacks and he was gone as the hostile said something.
