People say stuff about how PSY isn't Kpop, or how listening to his music doesn't count as listening to K-pop
Well let me just say that PSY is K-pop. That man and his ridiculously catchy music and silly music videos have caught the attention of not only people in South Korea, but also people all around the globe. PSY has contributed majorly to the international spread of K-pop.
People that I make small talk with irl ask me what K-pop is (because sometimes I accidentally mention it...), and I will simply reply with *PSY voice* OPPA GANGNAM STYLE! or MOTHER FATHER GENTLEMEN! Most of the time, those people say something like, "Oh yeah! I've heard that before!"
Also, other K-pop idols listen to and like PSY.
When his song DADDY won Inkigayo, EXO, BTS, UP10TION, GOT7, and numerous other girl and boy groups I couldn't recognise danced along to the song. Taehyung even sang a little bit of it.

Taehyung also mentioned liking PSY in Celebrity Bromance. Jimin and J-Hope (Danger era) did the elevator part of Gangnam Style.
