The Spectre is the friendly neighborhood ghost. It will prowl about, looking to startle and prank unsuspecting young adults and kids, then wisp away in cheerful laughter. They present no harm, and act as a sort of counter to the Horlas. In some cases, they have even been helpful in ending a Horlas haunting. As such, they are a welcome addition to any society.
No one knows where they come from. They could be ghosts of people passed, spirits of nature in a form we can understand, or the intentions of a community brought to life by natural magic. Typically, they will take an area of a city they like and stay there for some time, then move on when their favorite people are gone and not replaced. Their presence often indicates a healthy enough community, but one that could stand to ease up a little.
