Let's consider a situation where you need to ask someone a favour- such a favour that they possibly have to go through difficulty for.
For example, you need to borrow money or borrow their phone for some reason, you should say 실례합니다.
In situations like asking some stranger directions because you are lost or to call the waiter, you use the word 저기요.
저기요 = Hey there!
Therefore, 실례합니다 and 저기요 are used in different situations.
